[A] Budget: Looking for Proposal
[B] Scope of Service:
(1) Vendor needs to provide mass notification and emergency weather alert solution must allow management to notify individuals and groups quickly and effectively.
- initiate, log, and manage all mass notifications and be capable of automatically delivering messages, collecting the responses in real-time and connecting individuals to a conference bridge.
- hosted service must allow the dissemination of messages, either pre-recorded or created on-the-fly, to specific individuals or specific groups of individuals
- system must be capable of delivering voice/text messages to the following devices: Email (with attachments), Cellular/Wireless Phones, SMS, Social Media, etc.
- system must be designed to: provide the highest level of reliability possible; easily integrate new technology, easily manage information from the system, easily disseminate information across multiple platforms and areas, and provide increased and measurable flexibility
- ability to establish a Portal where contacts may be invited/opt-in for notifications and manage or augment personal contact data.
- allow for a dynamic group to be built on the fly during a notification
- robust error handling so that any data errors are logged and tracked for administrators
- able to accept and merge data files from multiple sources for one account or organization
- ability to launch new and template broadcast to both individuals and groups of individuals, manage messages, and view reports, from smartphones and tablet devices via native applications for iOS and Android devices
- Solution must support the creation of a new message or template from a single web page to ensure efficiency
- solution must allow for an appropriately formatted message for Twitter that will provide a hyperlink to the complete message if it goes over the maximum number of characters
- able to disable message confirmation when desired for individual broadcasts.
- Solution must provide a rich interface to review and respond to incoming messages
- Solution must support the ability to remotely wipe messages from the app, not impacting other applications/data on the device or the device itself
- Solution must support the ability to conveniently add groups and individuals to a notification.
- Solution must support a mobile application for users to provide real-time information and Feedback
- Solution must allow administrators to identify custom categories to collect and categorize important feedback from recipients using the app
- solution shall support an unlimited number of templates and variables for use with different incident management use cases within an organization.
- System must provide an administrator view showing weather polygons on map for review
- Solution must support historical reports of messages sent, received and read with date and time stamp. Reports must be available 24x7 without vendor intervention.
(2) All questions must be submitted no later than November 19, 2021.
