[A] Budget: Looking for Proposals
[B] Scope of Service:
(1) Vendor needs to provide human capital support services to the government authority located in Stennis Space Center, MS.
- to provide enterprise-wide human capital support and related services in support of Office of the Chief Human Capital Officer across multiple Centers
- Developing and aligning civil service workforce strategies, programs, policies, and processes with the Agency’s mission, strategic goals, and desired performance outcomes
- Establishes Agency-wide civil service workforce management policies; defines strategies and architectures; defines program objectives and top-level requirements; ensures consistency across the Agency, as appropriate; and monitors program performance
- Leads and integrates workforce planning activities at the Agency level with all the appropriate organizations and components
- Establishing and managing long-term Agency workforce planning and analysis processes to identify workforce characteristics and competencies needed to accomplish the Agency’s mission.
- Developing workforce strategies and programs to monitor and mitigate risks of misalignments between workforce demand and supply.
- Establishing staffing strategies to acquire a highly skilled workforce with needed competencies
- Develops and oversees Agency-wide policies, programs, and processes associated with organization development services, performance management and awards to achieve consistency of approach and retain a high-caliber workforce by providing tools to facilitate assessment of individual performance and contributions to organizational and mission achievement
- The scope of work under this contract is divided into the following HC functions and related service areas:
- HC Business Management and Operations Support
- HC Policy Development and Accountability
- HR Business Partner and HC Operations Support (Talent Acquisition)
- Workforce Strategy and Planning
- Data Analytics
- Recruitment
- On-boarding
- Pathways Intern Employment Program
- Talent Development
- Performance Management
- Employee Awards and Recognition
- Executive Services
- HC Communication and Collaboration
- contractors will provide all necessary management, personnel, training (not otherwise provided by the Government), and travel (when requested) necessary to perform these services. The resulting contracts will be performed on-site or virtually/remotely (as defined by Agency policy) to meet contract requirements.
(2) This bid is set aside for Women-Owned Small Business (WOSB) Program Set-Aside (FAR 19.15).

Performance of the work will be Onsite and Offsite.
