- Analysis of the existing regional ecosystems that support innovation.
- Recommend state-wide incentives or program designs to encourage businesses for the support of business creation, growth and relocation in the innovation economy.
- The Strategic Innovation Plan development is funded by a grant from the Economic Development Administration. The final product will provide an implementation plan for developing a state-wide innovation cluster, capitalizing on regional assets.

Performance of the work will be Offsite. Vendor needs to carry work in their office location.
