(1) Vendor needs to provide online work-based learning management system.
- Platform/System - should support a minimum of 13,200 students in addition to 2,800 credit-bearing agency students and agency coordinators.
- Basic Access Features:
• Web-based platform (compatible with all browsers)
• Integration with Google Authentication
• Customizable curriculum standards, aligned with student records of time and external assessments.
• Personalization of agency listings and conformity
• Account customization and state district number reporting
• Tracking and exporting data using individual student identification numbers for reporting and state submissions as needed
- Principal System Functions:
• Various login access levels - teacher, student, district, region, and state usage
• Student records management with validation from Teacher/Work-based Coordinator/Employer/Supervisor at any point
• Coordination of Industry Partners (online messaging, job-sharing, reporting, and student alignment for evaluations)
• Digital student portfolio reporting
• Tools for teachers to review all stages of students' WBL experiences
• Employer/External Assessment of Phase 3 and Phase 4 experiences using a scale-based grading system
- Security and Compliance:
• System must be secure and meet all local, state and federal data security standards.
• Provide applicable certifications such as SOC2 documentation.
• Daily time (start and end or total hours)
• Related Technical Standards (state-specific)
• Photos or files for experience documentation
• Annual reflection on learning outcomes
• Examining agency plans and approvals (e-signature)
• Reviewing hours and entries (viewing thresholds of hours/entry)
• Assessing photos/files supporting their experiences
• Evaluating external evaluations, career-ready practices (CRP), and Technical Standards (state-specific)
- User permissions and access to various system functions should be role-based with users allowed in multiple roles. Role-based permissions govern each user's rights to add, edit and view information within the system. There should be capability to accommodate tiered access based on roles.
- Reporting/Forms, Custom Fields, Files:
• Reports should be provided in multiple formats. Most reports, if not all, should be viewable on screen with options to download in Excel, PDF, CSV, Word (.doc/.rtf), or API access.
• The system should have the ability to create custom fields by select users and system administrators.
• The bidder should explain in detail the reporting function of the system.
• The bidder should explain in detail module/agency experience building function and the flexibility and ease with which the RCU and its partners can design and build modules/experiences as needed.
• Capability to upload artifacts or documents in multiple formats including but not limited to Excel (.xlsx, .xls), Word (.docx, .rtf), PDF, text, CSV formats, or API support. Capability to upload image files such as .jpg or .tif.
• Flexibility for partners to upload and monitor multiple reports regarding data or compliance.
• Capability to log, track, and externally evaluate supervised agricultural experiences (SAE) and equivalent experiences in other career areas.
(2) All questions must be submitted no later than May 22, 2023.
(3) The contract period will be for two years.
