(1) Vendor needs to provide multi-state employment outsourcing, contracting and payroll consulting services to the government authority located in University, MS.
- Service provider to assist the institution with employing faculty and staff members located in states outside of state and handling the routine onboarding, contracting, payroll and tax filings associated with such engagements.
- Such a service provider would engage the prospective faculty and staff members on behalf of the university as either the direct hiring agency or as an intermediary agent of the university, ensuring that any state specific registrations, filings, documentation, terms and conditions, payroll services, social benefits, and tax filings are completed in the states in which the engagements occur.
- These individuals are spread across the country, which will require knowledge of the complexities of each state's specific requirements.
- The University has determined that engaging an outside vendor with the appropriate knowledge and expertise that will not only act as the city "employer of record," but also handle the intricacies related to each state's labor and tax laws, regulations and employment benefits are the best option for the University.
- The selected service provider will align with the University's strategic goals and objectives to deliver academic opportunities to University students by ensuring that talented faculty members can be onboarded to deliver course instruction regardless of their state of residence and can be compensated for such work compliantly.
- The selected service provider will also support talented staff members responsible for recruitment and enrolment services, as well as highly trained professionals that may not be available in the State of state labor market.
- The selected service provider will provide guidance that will assist agency in establishing a project plan, management of the project plan, facilitating data collection from the functional and technical areas, assisting in updating a software interface which the vendor has developed for collecting such data and conducting such activities, and provide guidance to agency in selecting the best fit products or solutions that they offer.
- Thereafter, the selected service provider will engage the prospective faculty and staff members and conduct the activities necessary for employment and payment of their services provided to the University.
(2) All questions must be submitted no later than August 4, 2023.
(3) The contract will be one year.
