The US Army Corps of Engineers, Engineer Research and Development Center (ERDC) intends to negotiate on a sole source basis (IAW FAR 13.106–1) with Environmental Science Associates (ESA) for R&D services for aquatic plant communities in Lake Pend Oreille to be assessed and analyzed to determine herbicide efficacy in the treatment of invasive aquatic plant, flowering rush.This is a new acquisition for the ERDC–EL. There are no substitutes available. The contractor must have extensive experience with 1) evaluation of submersed herbicide treatments of invasive plants, including flowering rush on Lake Pend Oreille, Idaho, 2) hydraulically complex reservoirs and riverine systems within the PNW Region, 3) ability to assess herbicide efficacy collecting vegetation data, determining water exchange characteristics using fluorometric data, and water quality data.
