Government Authority located in University, Mississippi; USA based organization looking for expert vendor for merchant and payment processing services.
[A] Budget: Looking for Proposals
[B] Scope of Service:
(1) Vendor needs to provide merchant and payment processing services to the government authority located in University, MS.
- Support credit and debit card operations in a manner that will provide optimal benefit to the university.
- Reduce and contain the overall costs to the University of accepting payment cards (credit, debit, etc.).
- Reduce and contain the amount of time needed to administer the university's payment card operation while maintaining a high level of merchant support and strong internal controls.
- Improve and enhance the receipt of the university's transmission of payment card data reporting and depositing.
- Reduce the amount of the University staff time needed to administer the program by providing self-service tool to the merchants through the use of:
1. Detailed reporting via the Internet.
2. Individual statements for each merchant account.
3. Reduce the amount of time needed to reconcile the bank account used to settle payment card transactions by using electronic bank statements.
4. Continue to provide the university departments with cost effective processes and technologies.
- Must be able to connect through an existing processor interface with the TouchNet payment gateway.
- Must be able to support point-to-point encryption. Please describe in detail the encryption services available and provide references from existing customers in Higher Education.
- Must support tokenization for both in-person and online payments.
- Must demonstrate PCI compliance. Please provide details.
- Must be able to process MasterCard, VISA, American Express, and Discover card brands.
- Must electronically post the revenue in a timely manner to designated bank account.
- Must provide cost plus pricing model (no bundled rates and no monthly merchant or security fees).
- Must have a mobile solution that is both PCI compliant and designed as an enterprise solution, to include both encryption and device management features.
- Must be able to support EMV.
(2) All questions must be submitted no later than May 13, 2019.
(3) Contract term will be five years.

- Onshore (USA Only);
[D] Work Performance:
Performance of the work will be Offsite. Vendor needs to carry work in their office location.
