Government Authority located in Mississippi; USA based organization looking for expert vendor for cloud-based document management system and customer portals.
[A] Budget: Looking for Proposals
[B] Scope of Service:
(1) Vendor needs to provide document management solution that will enable students to interact with the financial aid office in an easy, mobile-friendly, personalized way.
- The vendor must host secure student and parent and staff web portals and provide paperless file review, automated student communications, file indexing, dashboard reporting, and self-service features for students (to upload documents and review outstanding requirements).
- Vendor will provide a secure cloud-based solution for exclusive use of university and university’s customers, delivered as software-as-a-service (SaaS).
- Solution will support a school-branded web portal for students to complete tasks online or via mobile device including responsive design for different form factors.
- Solution will provide parent and spouse portal access (if applicable) with identity verification and multi-student support.
- Solution will provide an administrative portal for use by authorized university staff.
- Solution should provide a student view for university staff to support student questions.
- Solution will provide a paperless review process for documents and files.
- Solution will allow for student and parent upload of documents, as well as the capability for university staff to upload documents on a student's behalf.
- Solution will provide automated ISIR upload and ISIR correction file return. Vendor is responsible for staying up-to-date on FAFSA (Free Application for Federal Student Aid) data elements and student eligibility requirements.
- Solution will support automation of verification tasks and communications online.
- Solution will be capable of automatically identifying conflicting data during the file review process, including conflicts across aid years.
- Solution will include a tool that allows the comparison of ISIR values across multiple award years.
- Solution will support automation of professional judgment processes online, including review and decision outcome tracking and reporting.
- Solution will enable online C Code resolution and document review.
- Solution should support the automation of other financial aid forms online upon request by university, including workflow for the process.
- Solution will support single sign-on (SSO) with SAML, CAS, or ADFS.
- Solution should provide web service integration with university 's existing financial aid system (Sigma's ProSAM product).
- Solution will provide a workflow process that allows staff to determine which files are complete and ready to process.
- Solution will provide customizable communication templates for automated notifications delivered via email and text or SMS.
- Solution will provide user-configurable follow-up reminder workflow capability.
- Solution will provide operational reporting for file aging, outstanding documents, account creation, and file status with export to Excel.
- Solution must provide built-in e-signature capabilities for student (and their parents and spouse, if applicable) in compliance with Title IV and E-Signature act requirements.
- Solution will have geographically redundant data storage and failover for disaster recovery.
- Solution will support data driven personalization of required tasks and form completion using ISIR data.
- Solution will provide a personalized task list for verification, professional judgments, and custom financial aid forms online and via mobile device.
- Solution will provide web forms pre-filled with student demographic information to reduce conflicting information due to data entry errors.
- Solution will provide wizard-driven completion of forms with guided instructions and support tools.
- Solution will provide management of profile settings for opting in or out of email or text or SMS communications.
- Solution will be capable of integrating with our existing imaging system (Mobius) for routine download of documents for storage on university servers.
(2) All questions must be submitted no later than August 30, 2019.
(3) Contract term will be three years.

[D] Work Performance:
Performance of the work will be Offsite. Vendor needs to carry work in their office location.
