[A] Budget: Looking for Proposal
[B] Scope of Service:
(1) Vendor needs to provide tobacco Quitline services will include, but may not be limited to, toll-free phone access, interactive web access (website URL and online counseling capabilities), digital-based cessation services, assessment, intake, support materials, delivery of nicotine replacement therapy (NRT), referrals to community-based cessation programs, proactive counseling services for tobacco cessation treatment statewide with toll-free access, and community outreach activities.
- Telephonic, web and digital services to develop and implement outreach to disparate/priority populations, develop and monitor a process for referring patients to other providers of cessation
counseling, develop, maintain, and modify, as needed, a plan for sustainability by billing participants
insurers and development of plans utilizing employers’ healthcare plans. the plan must be presented to and approved by the MSDH OTC, identify methods for integrating the availability of services by the state tobacco Quitline into various healthcare provider partner organizations, statewide, provide milestones, action steps and timelines for each action step, provide technical assistance and training for organizations promoting tobacco-free facilities, provide support for public and voluntary policies pertaining to tobacco control, serve as an incentive for insurers and employers to make tobacco dependence treatment a fully covered benefit, so that more state will have access to nicotine replacement therapy products, counseling and other effective treatments, promote Quitline cessations services through media (to include but not limited to newspaper, television, radio, internet, and digital media) to enhance the promotion efforts of the MSDH, based on internal and external evaluation findings, provide recommendations for strengthening the program’s activities, services and performance measurement.
- Based on estimates from the past fiscal year, approximately 14,769 callers accessed Quitline services which resulted in 5,881 intakes. There were 255,405 hits to the Quitline website. The
online counseling program serviced 1,122 participants for online treatment. The proposal must be designed to accommodate this volume and work to increase reach of digital-based cessation
services using platforms such as text messaging, web, chat, or apps.
- Toll-free telephone service (1-800-QUIT-NOW) and interactive web and digital-based cessation services, the system must have the capacity to handle multiple, simultaneous incoming and outgoing calls and users. Sufficient o ffice space to accommodate administrative activities, counseling, support staff, confidential records and documentation must be available. Additionally, sufficient phone systems and computer technology must be available for onsite and remote staffing.
- The vendor must provide live response for at least the following hours during Monday-Saturday and voicemail when live response is not available Monday through Friday: 07:00 am to 09:00 pm, Saturday: 09:00 am to 05:30 pm, Sunday: Voicemail is available.
(2) All question must be submitted no later than March 6, 2020.
