[A] Budget: Looking for Proposals
[B] Scope of Service:
Vendor needs to provide broadband assessment and feasibility study of county; broadband network design; and, a financial model for implementation and maintain to the government authority located in Neshoba County, MS.
- Gather, evaluate and analyze broadband and internet information and broadband dependent needs from users across the jurisdiction. This includes the affordability of services and as applicable, use of internet-enabled devices, digital literacy levels and perceived value to end users via industry accepted evaluation methods.
- Identify existing broadband and sub-broadband options and costs across the county, particularly those for users identified in the needs assessment and in the underserved areas of the county.
- Perform a technical evaluation of the County’s existing fiber-optic network resources and its ability to become “broadband ready”. This includes an evaluation of commercial broadband expansion to users identified in the needs assessment.
- Build a comprehensive database in ArcGIS format to facilitate analysis of the County’s broadband environment, including: current broadband infrastructure, usage of broadband and less-than broadband services, service territories, backhaul routes, capacity, providers, needs assessment and survey results that are geocoded, and other relevant information that will be built upon for the duration of the project.
- Evaluate the current connectivity environment against the current and future needs of Neshoba County, including the various stakeholders identified and defined in the project.
- Analyze and report on Mississippi’s regulatory environment and the impact to Neshoba County in developing and implementing a broadband network to provide connectivity services.

- Onshore (US Organization Only);
[D] Work Performance:
Performance of the work will be Offsite. Vendor needs to carry work in their office location.
